Let me give you an example of how hard it is to contact Bob, for the movie that just came out the interviews were done by Dylan's manager Jeff Rosen. Even Scorsese couldn't get a sit down meeting with Bob.

I heard he changes his cell phone number all the time and only 1 of his kids has the correct number and the other family members contact her when they need his number.

My guess is if you happen to get something to him it would be a small miracle.

And how would one contact Jeff Rosen? Through that postal address or Sony in NYC?

Jeff Rosen I am sure is a busy man too. I wouldn't think he wants to jeopardize his job with Bob by passing on useless information.

If it’s anything that could be interpreted as a fan letter, it would not be passed on,
as glowing tribute-like things reputedly piss Mr Dylan off. People like Rosen are
there in part to provide a filter.

Jeff Rosen is Dylan's manager. Unless the letter is some kind of legitimate business proposal Rosen will not be interested in it. Dylan is Rosen's boss. Would you go to your boss and give him/her a bunch of stuff they don't need to concern themselves with?

So let's say hypothetically it was a collection of songs already recorded/copyrighted rather than something fan oriented.

If it's a legitimate business proposal then sure go ahead and try to reach Rosen.

I hope you're right. I sent him a song about the awesomeness of the NET and how great his new, enthusiastic guitarist Untrodden Path is. It'll be on his soon-to-be released album. I'm not sure if he will use it as his new opener or the final encore but as long as I'm on stage playing, he can do whatever he thinks is best.

I think Bob would have empathy for a fan who is about to pass. If you're a woman, he's attracted to, that would help too. A sick child? I am now running out of categories that he'd respond to. He's not interested in your work, or how you analyize his.
